2026 Sweepstakes Casino Law Updates
Eight state-level developments drove most of the sweepstakes casino legal changes in 2026. Each section below covers the specific bill, the date, and the immediate effect on operator access.
California AB 831 | Effective January 1, 2026
California AB 831 prohibits sweepstakes casino operation statewide. Governor Newsom signed AB 831 on October 11, 2025. Operators had until December 31, 2025 to wind down California operations. Stake.us, Pulsz, McLuck, and Chumba all exited ahead of the deadline.
AB 831 extends misdemeanor liability to ecosystem partners, including payment processors and marketing affiliates. California players cannot access any compliant sweepstakes platform, including the options listed on this page.
Indiana HB 1052 | Effective July 1, 2026
Indiana HB 1052 was signed by Governor Braun on March 12, 2026. The ban took effect July 1, 2026. Civil penalties reach up to $100,000 per violation. HB 1052 explicitly broadens its scope to cover multi-currency models used by dual-coin sweepstakes platforms.
Indiana joined a growing group of states with an explicit statutory ban on sweepstakes casinos.
Maine LD 2007 | Effective July 2026
Maine LD 2007 banned sweepstakes casinos statewide. Governor Mills signed LD 2007 on April 6, 2026. The ban took effect in early July 2026, ninety days after signing. LD 2007 classifies Sweeps Coins as indirect consideration, which brings them under Maine gambling law.
Enforcement authority sits with the Maine Gambling Control Unit.
Tennessee SB 2136 | Effective May 22, 2026
Governor Bill Lee signed SB 2136 on May 22, 2026. The law took effect immediately upon enactment. It amends the Tennessee Consumer Protection Act of 1977. The ban codified a prior attorney general enforcement campaign.
AG Skrmetti had issued cease and desist orders to about 40 operators in December 2025. Nearly every recipient exited Tennessee before the bill passed.
Louisiana HB 53 and HB 883 | Effective August 1, 2026
Governor Landry signed HB 53 and HB 883 in May 2026. Both laws take effect August 1, 2026. HB 53 adds sweepstakes gambling to Louisiana’s racketeering statute. Penalties reach up to $1 million and 50 years.
HB 883 amends the state computer-wagering statute to cover dual-currency platforms. Landry had vetoed an earlier ban proposal in 2025.
Oklahoma SB 1589 | Effective November 1, 2026
Oklahoma enacted SB 1589 through a veto override in 2026. The legislature reversed Governor Stitt’s veto on the session’s final day. The ban takes effect November 1, 2026. Violations carry felony penalties with fines up to $2,000.
SB 1589 extends liability to promoters, platform providers, and media affiliates. Operators have until November to exit Oklahoma.
Iowa SF 2289 | Effective July 1, 2026
Iowa took an enforcement-authority route rather than a direct ban. Governor Reynolds signed SF 2289 on May 15, 2026. The law took effect July 1, 2026. It lets the Iowa Racing and Gaming Commission issue cease and desist orders.
The commission can also seek court injunctions against unlicensed operators. Several sweepstakes platforms exited Iowa around the July deadline.
Florida | Sweepstakes ban bills failed in March 2026
Florida sweepstakes casinos remain legal as of July 2026. SB 1580, HB 189, and HB 591 all died at session end on March 13, 2026. HB 189 had proposed classifying sweepstakes operation as a third-degree felony. The Seminole Tribe is expected to support another ban attempt in the 2027 Florida legislative session.
Florida players can access compliant sweepstakes casinos. Sweepstakes play falls under Section 849.094 of the Florida Statutes.
VPN Use Does Not Bypass State Blocks
Operators use automated systems to verify state of residence at registration and during every login session. Geolocation systems cross-reference GPS data, Wi-Fi triangulation, and IP analysis to confirm player location in real time. A VPN that changes your apparent IP address does not override GPS or Wi-Fi triangulation signals.
Using a VPN to access a sweepstakes platform from a blocked state violates operator terms of service. Common consequences include account suspension, permanent banning, and forfeiture of any Gold Coin or Sweeps Coin balance.
