The complaint, filed in Franklin Circuit Court, says the company’s “Sweeps Coins are a proxy for real money.” It claims that play on those sites breaks Kentucky’s gaming laws.

Coleman said his office has a duty to stop illegal gaming in Kentucky, however it is packaged. The suit also names up to 50 unknown “John Doe” defendants who allegedly helped run the sites.

Kentucky passed a major gaming law in 2026, but it does not mention sweepstakes. Lawmakers enacted HB 904 over Governor Andy Beshear’s veto in April 2026, according to trade press.

HB 904 raises the minimum sportsbook age from 18 to 21, starting 90 days after enactment. It also bars licensed operators from partnering with prediction markets and requires daily fantasy sports operators to hold a license.
